Conducted a quality compliance site audit of the remote concrete mix manufacture and foundation pour processes for the Turbines at the Bulgana Green Power Hub and substation, in line with the established quality management plans and wind farm compliance audit requirements. Fulton Hogan (Hanson and RJE), VIC.

Fulton Hogan served as the principal contractor for the Bulgana Green Power Hub located in Joel South, Victoria. They appointed Hanson Heidelbergcement Group and RJE Electrical to complete essential works for this wind farm project. Hanson managed the setup of a batch concrete mix manufacture, ensuring truck transit and pour to each turbine complied with strict cure time constraints. Meanwhile, RJE Electrical was responsible for the cable trenching and connecting power and earth connections between all turbines back to the 33kV Substation.
A manufacturing engineer was contracted to conduct wind farm compliance audits within an audit team, assessing both contractors on their setup and operations against the quality management plans submitted during tender and approved for use.
The review and interpretation of detailed quality management plans submitted by both contractors is essential for the wind farm compliance audit, particularly at the Bulgana Green Power Hub. With 56 wind turbine locations that are remotely situated and accessible only on an ad-hoc basis, each site is at different stages of completion. The project entails over 150kms of cable and associated trenching activities connecting turbines to the Switchyard. Additionally, there is a reconciliation of multi-material compositions and mix weight concrete formulas, all with batch traceability to ensure adherence to quality management plans. Continuous twin mix and truck transit to pour sites are carried out as required, although critical to quality compressive strength tests are not available until weeks after the pour, relying on evidence from process controls rather than just process results.
The manufacturing engineer attended the Bulgana Green Power Hub and:
Spent several days on site, liaising with key stakeholders and coordinators of the works in progress to plan times to witness events as they happen, all while ensuring compliance with quality management plans.
Spent time understanding critical activities and the methods of quality (process) control to confirm resultant quality, essential for the wind farm compliance audit.
Interviewed key personnel and reviewed critical practices at planned times to confirm the controls in place and their effective implementation.
Collected documented evidence and records of satisfactory completion of critical process controls under a confidentiality agreement.
Reported findings, with evidence, of the status of conformity and opportunities for improvement to the principal contractor Fulton Hogan at the closure of the audit.
Fulton Hogan's commitment to the quality delivery of project requirements and due diligence regarding environmental and OHS responsibility was confirmed by several factors, including an independent wind farm compliance audit.
The detailed QHSE Audit Report provided by Fulton Hogan examined various aspects, collected evidence, and presented conclusions, including a comprehensive breakdown of critical activities and the performance of each contractor against the agreed quality management plans submitted during the tender process for the Bulgana Green Power Hub.
Fulton Hogan accepted the report and utilized its findings as a foundation for continual improvement.
If your operation aligns with the Bulgana Green Power Hub's demand and you need expert guidance through a similar project activity, contact the manufacturing engineer to arrange an initial conversation and discuss quality management plans or a wind farm compliance audit to start the ball rolling.
